Looks like Shutter's AT weather app for Android is still down.
On the trail, radar is most useful. That will tell you when it's finally safe to get out of bed. If you know the rain will clear in half an hour, why get wet? Or if it isn't, decide to stay put or push on. All kinds of radar apps to chose from.

Usually Accuweather. But I'll also consult Mount Washington Observatory's "Higher Summits Forecast" https://www.mountwashington.org/expe...-forecast.aspx if in the Whites, and check out High On LeConte's weather/forecast http://www.highonleconte.com/daily-posts if in GSMNP. The High On LeConte isn't an actual weather forecast but more a history of yesterday's and the overnight weather events and a brief forecast for the current day - but it's local from somebody actually there on the mountain.

I used to use Dark Sky until they ended support for Android. It was a very nice app. I've switched to Today Weather and can set it to use Dark Sky data. Of course it only works if you have cell coverage. Dark Sky is only available for iPhones now.

Ray's Weather is great for a lot of NC high elevation areas.
Then I just use my local TV station weather app.
Any app that can follow your location, radar, and receives national weather alerts should work.
