FWIW, I am wearing a pair of Patigonia boxers now, about 5 years old. Worn about every other week. Wash warm, regular detergent, no bleach, medium dry in winter, clothes line when possible. Elastic is fine.
I have boxers that are over 30 years old (not kidding) and the waistband on a few has also done that. What I've don is just pull them up and use the belt on my pants to hold them up.

I presume the question is where you can purchase Tercel/Lyocell fabric material. Probably the best way to purchase this material unless there is a fabric shop near you that has a decent inventory is through on-line vendors like the ones listed below.

Talk to the people at Joanne Fabrics nearest you, they have all the answers.The patagonia boxers are made out of Tencel which is branded Lyocel. The two problems I have is 1, which material is good for a permanent waistband with draw string replacement?and 2. where to source it from.
