as well can all see the owners of this dog have taken the time to make sure that their dog and fellow hikers are safe by restraining the dog.

Don't you have anything better to do than to be so negative on this site or are you always this miserable?

The dog and the little girl was with The Potomac trail crew group about 10 feet away. Any hikers coming in any direction could be seen from far away, the dog would be restrained way before that time.
