I really believe you have to take a course in speaking governmentese to phrase the sign this way:
"Overnight Camping Permitted for thru hikers walking the Appalachian Trail from point of beginning to an exit,which is not the place of beginning."
I took this shot at the end of a long day and maybe my brain was fried but it took me a long time to figure it out.

You mean you don't understand that? It's perfectly ambiguous and ill-defined, thus requiring no further amplification.
I speak Pennsylvanian. Perhaps I can help. I think it means that you can't camp if you're getting off where you got on - doing an out and back. That would mean you're not a "thru hiker".
