The story is that a local up Bear Branch Road is not too happy with the Forest Service for aquiring some family land for the use of the trail. So he decided to get revenge to dump all his trash.
At the moment, TEHCC (local maintainers), Forest Service, and Carter County Sheriff have this guy on video tape dumping trash. With it being on roadside and the trail there has been an issue of jurisdiction for the last couple years.
The Forest Service and Sheriff office has been talking to the guy about making a compromise.
But from what I am hearing, the complaints and video evidence are going to federal court soon. -

Case was thrown out of Federal Court however, it appears the person has quit littering the roadside and trail
