I had a Jansport D5, or very similar. No the waist belt wings are not supposed to dig into your hips.
Is it the right torso length for you? Could be it's riding too low on you and to tighten it you're pulling it into your hips?

So how do i fix it?
The U-bars just seem to dig into my hips. I am 5' 9" with a torso length of 17". I adjusted the shoulder straps to be at 17 inches and now the top of the pack is way over my head. Need some good advice on this as I am planning on doing the 100 mile wilderness in 10 days. The pack was free so I can deal with some pain but today I did a flat hike with 30lbs in it over 13 miles and it hurt like a SOB on my hips at the end.
is the waist belt worn? does it still have enough padding? the advantage of the wings on the jansport packs was they supported the weight of the pack across a wider area. they shouldn't be digging in.
are your hips kind of bony? when I was younger and much slimmer, the skin over my hip bones would be sore at the end of the first day/beginning of the second day, but after that I settled right into it.
the great advantage of the Jansport packs is their simplicity. and that they were just pretty to look at. I wonder if something is missing?

JanSport has a forever warranty. Call them. Ask for help.
There are tons of videos about pack fitting in general. The shoulder strap anchor location should be below the top of your shoulders. A couple inches. The horizontal centerline of the hip belt should rest on your iliac crest of your pelvis. The Section Hiker has good illustrated pack fitting information.
I had major lust for a D5. It should work if it’s the right size.

Pictured of you wearing the pack would help immensely otherwise we're guessing in the dark
About 15 years ago I had to call Jansport for a new hip belt for my D5. The pack fit the best for me out of all I have owned. I only quit using it do to the squeaks.
