how do you add a profile picture on here?

I think they mean profile pic, not avatar pic, no $ for profile pic.
Go to Odds and Ends tab at top of page, then go to Quick Reference, Usercp. There you will see a tab for adding a profile pic.

You can go to your usercp by withing the forums my clicking on the secondary navbar and click on Forum Action and click Edit Profile.
Once in your profile you can look at the left side of the screen and click on Edit Profile Picture and follow the instructions.

You can use any picture you want in you profile picture as long as it meets the guidelines.
