The short answer to your question is "yes, but...". There are restrictions on all backcountry camping in SNP, including an admonition to use existing campsites by preference. These are not "official" campsites, just ones that have already been used. They do seem to frown on camping in virgin terrain, but it is not specifically prohibited. There is also a stretch of AT between Hogwallow Flats and Gravel Springs Hut that is off-limits to camping.
