Would this tighten down to a 31-32” waist?

Yes, definitely. I'm 30" and it fits me well too, with room to spare.

For the full list of features, this is the REI page for the exact year and model: https://www.rei.com/product/864669/osprey-exos-58-pack
However, they only show dimensions for the large.

There Are not. It is like new condition. It belonged to my friend who actually carries a piece of tarp with him so he doesn’t have to put his gear directly on the ground.

I on the other hand am a slob

Well that's good to hear, I do the same. My torso is 18" and my waist is 30." Do you think the small will push the limits of it fitting me properly?

To be honest I think you’re right on the edge. Osprey advertises this size for 16”-18”. The owner of it (not on whiteblaze) only used it a few times because he didn’t feel like it fit right, though it was REI who fitted it for him. If it was at all possible for you to try one on somewhere you might feel better about it.
