Glove Layering? How to size the outer shell?

Do companies who offer inner and outer gloves recommend that their customers should order the same size for both?

Depending on your start date, you may never need an outer shell, but these can do double duty by serving as a waterproof stuff sack for the rest of your rain gear, and they only weigh about an ounce.
