I am not sure it is so concrete lol - Kinda the same as the TN/ NC border? I know there are 8 dedicated miles of WV up just south of Harpers Ferry. But I also know that down in central VA the trail gets mighty, mighty close to West Virginia border between Pearisburg and Pine Swamp Shelter

Foothills Trail: 47.9

BMT: 52.7

This is a 23 mile stretch from Weverton Road to Snickers Gap. This would encompass the WV stretch. Is it the shortest length to complete it? I cant say if it is

Using www.atdist.com, I see 23.2 miles from Weverton Rd, MD to VA7 at Snickers Gap. Maybe this is what you're looking for?
I don't have maps with me to see anything more detailed than that.

Go to the Bears Den Hostel and hike to Harper's Ferry. The hostel is awesome and you will cover the final 4 miles of the roller coaster as well.
