Exclamation Dogs and Baxter State Park.

    Baxter State Park Rules:
    4. RESOURCE PROTECTION AND WILDERNESS PRESERVATION
4.1. Pets or other domestic animals are not allowed in the Park.
A simple rule, easy to comply with.

Contact either of these folks, well in advance, to board your pet dogs while you're in Baxter:
    • Katahdin Kritters, kennel-free pet care services in East Millinocket. Check out their Facebook for great vids of the pets at play.
    • CPM Grooming and Doggie Daycare, Millinocket. 207-723-6795, 207-731-3111.

Both can arrange pick-up and drop-offs at Abol Bridge or other local campgrounds.

Service dogs are allowed inside the Park.

Maine and NH both have false service dogs laws, if you do elect to bring a service dog into the park be prepared for the quiz.

just don't be the person who falsely claims to have a service animal. it's usually pretty obvious by the animals "lack of self discipline."

Service animals have been discussed several times here in White Blazes. There's the take-away I currently have from those discussions.
There was a time when National Park rules prohibiting pets in the back-country applied to service animals as well.
But in recent years, the park service has made an effort to comply with ADA laws before they are forced to by a successful lawsuit.
Generally speaking, the park service allows service animals as defined/interpreted by the ADA.
The ADA defines a service animal as one that has been trained to perform some task for a disabled person related to that disability. Animals that only provide comfort or emotional support are NOT considered service animals.
Since things like HIPPA prevent questions regarding a person's disability, those trying to enforce "no pet" rules are basically limited to asking what task the animal performs.
I'm not sure about the rules regarding Baxter. They are a state entity and the discussions I'm refering too was discussing National Parks. But it's not hard to imagine Baxter following the same course.

Best summary of state by state laws I have seen

https://www.animallaw.info/topic/tab...ce-animal-laws If you look at the maine section is covers there false service dog law

Here is the summary from DOJ on service animals and covers the two questions. https://www.ada.gov/regs2010/service_animal_qa.html

    Baxter isn't a state park.
These Rules, adopted by the Baxter State Park Authority (the "Authority") pursuant to 12 M.R.S.A. § 903, govern the use of Baxter State Park (the "Park") by the public. No provision of these Rules applies to law enforcement or administrative personnel in the course of their official duties. Any delegation of authority to the Director under these Rules includes delegation to the Director's designee. In addition to any specific provision contained in these Rules, the Director may restrict public uses or activities within the Park as necessary to preserve or protect the Park and/or to assure the safety of Park users.
The bit in bold gives the Park, a private entity, great leeway in dealing with the public.

The park was established by 28 donations of land, in trust, from park donor Percival P. Baxter between the years of 1931 and 1962, eventually creating a park of over 200,000 acres (809 km2) in size. Baxter Park is not part of the Maine State Park system. Sole governance is provided by the Baxter State Park Authority, consisting of the Maine Attorney General, the Maine Commissioner of Inland Fisheries and Wildlife and the Director of the Maine Forest Service. The park is independently funded through a combination of revenues from trusts, user fees, and the sale of forest products from the park's Scientific Forest Management Area. The park is home to the state's highest peak, Mount Katahdin.
Dogs are excellent judges of character, this fact goes a long way toward explaining why some people don't like being around them.

Think of it more of a private wildlife sanctuary that allows public visitation with limitations. Once you understand that, can accept that it is not a state park, you will enjoy the time spent there without any expectations.
