It's new, it's 100% voluntary, the link is below:

Hikers will still need to separately apply for the thru hiker permit for GSMNP as well as whatever Baxter State park is requiring this year.

This registration is NOT new. It is voluntary and helps the ATC get an idea of how many people are attempting/on the trail. Not sure how long they have been doing it but it's been a couple years.
